On 4 June 2026, the “University_Is_People” dialogue platform took place in Lviv, organised by the National Agency for Higher Education Quality Assurance. The event was hosted by Lviv Polytechnic National University. This large-scale event brought together around 400 in-person participants representing 118 higher education institutions from across Ukraine, serving as a powerful platform for exchanging experiences and seeking solutions to the challenges of modern university management.<\/p>\n\n\n\n
The event was moderated by Andrii Butenko, Head of the National Agency for Higher Education Quality Assurance, Nataliia Stukalo, Vice NAQA Head, and Ivan Nazarov, NAQA Vice Head.<\/p>\n\n\n\n
During the discussion session \u2018People at the Heart of University Strategy: Recruitment, Assessment and Recognition Policies\u2019, participants focused on a people-centred approach to higher education institution management. They discussed transparent recruitment policies, objective internal assessment systems and effective mechanisms for recognising professional achievements. The main conclusion: creating an environment that stimulates staff development is the foundation of a university\u2019s institutional capacity and competitiveness.<\/p>\n\n\n\n
The work of the expert panel \u2018Modernisation of Criteria for Teacher Qualification Compliance: External Evaluation\u2019 focused on transforming approaches to the evaluation of academic and teaching staff. The experts discussed updating the criteria used in external evaluation and the accreditation of study programmes. Speakers emphasised the importance of striking a balance between formal requirements (publications, work experience) and the actual competencies of teaching staff in line with European standards.<\/p>\n\n\n\n
The panel discussion \u2018Motivation, Support, Training \u2014 Does the HEI Really Influence the Quality of the Team?\u2019 served as a platform for discussing the role of university management in the professional development of the staff. Successful case studies were examined, including the creation of internal professional development systems, psychological support during crises, and financial incentives. It was emphasised that high-quality communication and comprehensive support for the team are key tools for HEIs to influence the quality of education.<\/p>\n\n\n\n
