From 22 to 26 September 2025, Kharkiv is hosting the IX Kharkiv International Legal Forum, a large-scale event in the field of legal education and science.
On 24 September, a panel discussion ‘Ensuring the Quality of Higher Legal Education in the Context of European Integration Requirements’ was held as part of the forum, with NAQA representatives taking part. Ivan Nazarov, Vice Head, focused in his speech on issues of accreditation of study programmes in the legal field, analysed the challenges caused by the martial law, and outlined opportunities for the restoration and development of the system in the post-war period. Oleksandr Khymenko, Head of the Secretariat, outlined the current problems of the higher education quality assurance system and made proposals on how to overcome these problems. In particular, the report addressed the implementation of the Concept for the Modernisation of the External Quality Assurance System in Higher Education in Ukraine.
The discussion demonstrated a high level of interest in reforming legal education in Ukraine in line with European standards and emphasised the importance of systematic cooperation between the state, universities and the expert community in this process.
