Scientist, educator in the field of history of law, expert in the field of higher education quality assurance. PhD in historical sciences, associate professor.
Worked in the system of secondary and higher education, in particular, held the positions of dean of the Faculty of Law and vice-rector for educational and methodological work of the Private Higher Education Establishment “European University”.
February 2019 – NAQA Vice Head. April 2022, from the first months of the full-scale russian invasion – NAQA Head.
He was a member of the Intersectoral Coordination and Methodological Council on Legal Education of the Population, the working group on reforming legal education, working groups on the development of a number of legislative acts of Ukraine in the field of higher education. He was a chair of the Coordination Council of Young Lawyers of Ukraine at the Ministry of Justice of Ukraine.
Founder, chairman, head of the organizing committee and jury in a number of public educational projects aimed at the development of student self-government, legal literacy and professional development of lawyers. In particular, the All-Ukrainian exhibition-forum “Lawyers for Society”; Volodymyr Koretsky International Legal Competition; All-Ukrainian annual competition “Young Lawyer of the Year”, All-Ukrainian public and educational project “Opportunities and issues of the development of student self-government innovations”; Law school “Way to the success of a young lawyer” All-Ukrainian competition of children’s drawings “I have the right”.
Developed and implemented particularly a new procedure for accreditation of study programmes in accordance with the European model of higher education quality assurance, a model of remote accreditation under conditions of pandemic restrictions and martial law, procedures for the defense of the educational and scientific degree of Doctor of Philosophy, post-accreditation monitoring, sub-normative acts on the regulation of the sphere of higher education and NAQA institutional documents, methodical and recommendatory materials on issues of higher education quality assurance, training materials for experts and members of SECs of NAQA.
Participant of a number of international projects in the field of quality assessment and higher education innovation.
The author of scientific, educational and methodological works in Ukrainian and international publications, in particular on the topic of higher education quality assurance.
