Aqim Emurli

Mr. Aqim Emurli has above 24 years’ experience working with international/intergovernmental organizations in managing and coordinating large scale and results-oriented programmes related to higher education, quality assurance, public administration reforms, civil service reform, good governance, citizen’s participation, strengthening the capacities of central institutions other fields interconnected with the above.

Currently Mr. Emurli is working for the World University Service Austria as Programme Leader of the SHER who is responsible for the expert support in the areas of higher education, strategy development, M&E, performance-based funding, quality assurance, joint/double degree, research and innovation. Under this assignment, Mr. Emurli fosters policy dialogue with relevant stakeholders at policy, university and research level, and provides conceptual support to donor funded projects in the above-mentioned areas.

Previously, Mr. Emurli has managed and lead several international organizations/projects and programmes funded by EU, OSCE, ReSPA, UNDP, World Bank and other donors – in the Western Balkans region (Albania, Croatia, Macedonia, Montenegro, Serbia, BiH and Kosovo), Bulgaria and ENP countries (Ukraine, Georgia and Moldova).

In addition, Mr. Emurli has worked as key expert for the World Bank project in Uzbekistan to develop strategies, policies and procedures for establishment of quality assurance system in higher education sector (internal and external) in line with the European Standard Guidelines (ESG’s).

Among others, Mr. Emurli has extensive expertise in analysing policy frameworks, developing strategic documents, conducting desk research, preparing and implementing training programmes, preparing policy actions and policy briefs – all this closely linked with overall reforms in the higher education and its alignment with the international practices such as Bologna Process as well as the general trends in Europe and beyond.
