Ulf Hedbjörk

Ulf Hedbjörk has been a Senior Analyst and Project Manager at the Swedish Higher Education Authority (UKÄ) in the Quality Assurance Department since 2018. His responsibilities include managing institutional reviews and programme evaluations, coordinating national data for the Bologna Process Implementation Report, leading UKÄ’s ENQA membership application (2020) and EQAR registration (2021), and authoring the self-assessment report for the ENQA agency review (2019–2020). He is currently managing the ENQA Agency Review of UKÄ for 2024–2025. Ulf serves as the primary agency contact for ENQA, EQAR, and related organizations, and is a member of the ENQA Agency Review Committee and Hcéres Collège.

He has extensive experience in external reviews of quality assurance agencies, including completing ENQA Training for Agency Reviewers (2022), and chairing targeted ENQA reviews of agencies such as NOKUT (Norway), QQI (Ireland), and BAC (UK).

Additional expertise includes internationalisation of higher education (from a former role at the Swedish Erasmus+ National Agency), leadership of European projects on quality assurance and micro-credentials, and over 20 years of teaching experience in linguistics and language education, including e-learning development.
