Due to the entry into force on 1 February 2026 of the Law of Ukraine ‘On Academic Integrity’ the National Agency for Higher Education Quality Assurance, in accordance with sub-paragraph 5 of paragraph 2 of Section VI ‘Transitional and Final Provisions’, shall examine and conclude the consideration of complaints received prior to the entry into force of this Law, in accordance with the procedures in force prior to the date of entry into force of this Law.
Complaints regarding violations of academic integrity in theses for the award of a degree, for which liability was not established by law at the time the violation occurred, shall be referred by NAQA to the higher education institutions and research organisations where the theses were defended (in accordance with the requirements of Article 40 of the Law of Ukraine ‘On Academic Integrity’) .
Reports of academic plagiarism, falsification or fabrication in an academic work shall be considered by the higher education institution (or its successor) at which the person was awarded a degree, a Doctor of Arts degree, a higher education degree or an academic title on the basis of or taking into account the relevant academic work.
A decision by the authorised body of the institution to revoke or refuse to revoke an academic degree, a Doctor of Arts degree or an academic title, as well as inaction on the part of the authorised body (failure to take a decision within the specified time limit), may be appealed to NAQA.
