Seminar “Dual Education: Experience, Assessment, Challenges”

On 21 May 2026, a seminar “Dual Education: Experience, Assessment, Challenges” was held at Khmelnytskyi National University, organised by the National Agency for Higher Education Quality Assurance.

During the panel discussion “Policies for Regulating Dual Education”, representatives from relevant ministries, legislative bodies and the expert community discussed current changes to the regulatory framework, mechanisms for adapting higher education standards to the needs of the modern labour market, as well as state strategies to promote the development of dual education.

During the panel discussion “Higher Education Institutions and Dual Education: Achievements and Challenges”, participants discussed real-life case studies of implementing dual programmes in Ukrainian universities, the specifics of establishing effective communication between the academic community and business, as well as the difficulties that arise when organising the educational process directly in the workplace.

The event was moderated by Andrii Butenko, Head of the National Agency for Higher Education Quality Assurance, and Nataliia Stukalo, NAQA Vice Head.

In an open discussion format, participants discussed the prospects for scaling up best practices in dual education in Ukraine, the balance between theoretical training and practical skills for students, as well as the criteria for assessing the quality of such programmes during accreditation reviews.

In addition, Olena Yeremenko, NAQA VIce Head, led a workshop “Methodology for assessing study programmes in the 2026/2027 academic year: the challenges of the ‘new’ codes’, where participants had the opportunity to familiarise themselves with updated approaches to the assessment of study programmes, examine in detail the algorithms for working with the new specialities codes, and receive practical recommendations on successfully passing accreditation in the upcoming academic year.
